Council moved to approve a Resolution for Expropriation and Notice of Intention for a partial parcel of land for berm construction at 80 Railway Avenue, Rosedale.

Council gave first reading to Midlandvale Community Hall Road Closure Bylaw 18.24. A portion of an unused municipally owned road will be permanently closed for the new outdoor rink being constructed.

Council gave second and third readings to Safety Codes Bylaw 15.24.
This is the Bylaw that council tabled at the Monday, June 3, Regular Council Meeting, in order for some changes and corrections to be made by Administration, who did an extensive review and presented the requested amendments to Council.

Council was briefed by Protective Services on the new Paid Parking Program. In May, $3,700 was collected from the 2007 people who used the program. So far in June, over $4,900 has been collected and most residents have now registered with HotSpot.

Council moved to appoint nine individuals to the Drumheller Sports Council Task Force (DSCTF) for the purpose of the development and the establishment of the DSCTF. Council appointed Linda Traquair, Robert Visser, Kristi Murphy, Debra Walker, Rachel Graf, Ken Fournier, Krymsen Suelzle, Melanie Hardy and Blair Christianson to the council for the duration of the DSCTF, or until December 31, 2024.

Deputy Mayor Crystal Sereda opened the meeting.

Council accepted as information the minutes from Drumheller and District Seniors Foundation Regular Meeting, minutes from Thursday, April 18, as presented.
***
Council gave third readings to Bylaws 16.24 and 17.24, New Castle West lot 1 PUL and 2 PUL, and Newcastle West lot 4 PUL and 5 PUL, respectively. This designates the undeveloped parcels used in the Berm Project to Public Utility Lots.

Council approved the Resolution for Expropriation of a partial parcel for berm construction at 287 1 St, Nacmine.

Council approved the Certificate of Approval and Resolution for Expropriation pertaining to the parcel of land, Title # 201 030 219, 92 Railway Avenue.

Council directed Administration to abandon the Notice of Intention to Expropriate a partial parcel of land Title # 061 036 718 +1 and a new Certificate of Approval for Expropriation will go before council for a full parcel of land pertaining to the property.

Council tabled the second reading of Safety Codes Bylaw 15.24 so that changes and corrections can be made by Administration.

Council gave third reading to Land Use Amending Bylaw 12.24, which reflects changes made to align with the Municipal Development Plan and the Drumheller Valley Housing Strategy.

Council adjourned the meeting.

Correction: In the May 21 Regular Council Meeting notes that appeared in the May 29 edition of the Mail, it was stated that Councillor Stephanie Price opened the meeting. It was in fact Deputy Mayor Crystal Sereda who chaired the meeting.

Tuesday, May 21, 2024

Deputy Mayor Stephanie Price opened the meeting.

Council approved the minutes for the Monday, May 6, Regular Council Meeting as presented.

Council approved the minutes for the Monday, May 13, Special Council Meeting as presented.

Council was presented with a Request for Decision and gave first reading to Safety Codes Bylaw 15.24. A complete rewrite of Safety Codes Bylaw 01.12 was done in an effort to update policies and to ensure all statutory documents align with current practices.

Council moved into a closed session.
***
Council came out of a closed session and held a Public Hearing to amend Land Use Bylaw 12.24 and gave first and second reading. An Open House was held on Tuesday, May 7. Changes to the Bylaw align with goals set forth by the Municipal Development Plan and the Drumheller Valley Housing Strategy.
