Wheatland, Kneehill resolve dispute over Motorsports Park access

    A Municipal Government Board (MGB) has finally released its decision on a dispute filed by Wheatland County in regards to the traffic impacts of a possible development.
    In January of last year Kneehill County amended its land use bylaw by adding a Direct Control District to an area with land owned by those wishing to develop the Badlands Motorsports Resort. The site borders the two counties.
    Wheatland County filed a dispute under Section 690 of the Municipal Government Act. It was in regards to the potential impact that roads on Wheatland County that may be affected by an increase in traffic.
    The decision was released by the MGB last week.
    According to Kneehill Reeve Bob Long, there was much agreement from the parties involved at the hearing. Kneehill, Wheatland and the landowner agreed to the finding of a traffic assessment completed by Watt Transportation (Watt TIA).
    This study showed three possible routes into the proposed development. The preferred option would be an approach from the north off Highway 9 along Range Road 213. This route is wholly contained within Kneehill County. The Watt TIA recommended this route be designed, constructed and paved.  
    The landowner stated he would not consider the development without paving the primary access.
    The two other routes leading into the development site in Wheatland are gravel. The MGB found that the traffic generated by the development would be detrimental to Wheatland roadways, however, the detriment can be mitigated by the development of the primary access. They also found that the Wheatland roadways will still be affected and would require upgrades to maintain safety.  
    The remedy Wheatland sought was to have the Watt TIA written into the Direct Control Bylaw.
    Kneehill argued that it was not necessary to add the traffic study to the bylaws as the TIA was ordered previously in the Area Structure Plan.
    The MGB found the impacts of the road are specific, probable and linked to the proposed development and that the remedy is to amend Kneehill County’s Direct Control Bylaw to state:
    “The County shall not endorse a Plan of Survey for Subdivision of the Lands or Approve a Development Permit for the Lands until the Developer has first:
4. Executed a development agreement (s) with the Municipality in form and substance satisfactory to the County of its sole discretion to ensure all subdivision and development of the lands conform to the principles upon which this and other pertinent bylaws are based and shall require construction or payment for the construction of a road or roads required to give access to the subdivision or development in accordance with the May 30, 2014, Watt Consulting Group Transportation Impact Assessment, inclusive of signage and advertising.”

Kool Kutz in downtown Drumheller put their scissors to work last Saturday to support the Drumheller Area Skateboard Enthusiasts (DASE) in their quest to raise funds for the skatepark that is now under construction. The shop donated the funds from haircuts to the effort. Kool Kutz owner Tracy Gendron, left, and guest stylist Pat Holden, right, get ready to take a snip out of Peter Gruber’s hair. They had all kinds of supporters including families visiting  the valley camping and even a customer from New York. In all they raised $2,832.

Local hockey enthusiasts make Stanley Cup final predictions

    The battle has begun in the East and West.
    The NHL conference finals begin this weekend and some local hockey enthusiast have made their predictions.
    The eastern conference final will include the New York Rangers, who took a 2-1 game seven win, in overtime, Wednesday night eliminating the Washington Capitals, and the Tampa Bay Lightning, who took a 4-1 win over the Montreal Canadiens, Tuesday night, eliminating the last Canadian team in the playoffs.
    In the west, the Anaheim Ducks crushed the Calgary Flames’ dreams of making the conference finals with a 3-2 overtime win Sunday night.
    The Chicago Blackhawks have been resting for a few days after eliminating the Minnesota Wild in a four game sweep on Thursday, May 7.
    Jason Blanke, Chinook Financial Service Representative, said the decision is tough because he is a die-hard Flames fan.
    Blanke predicts that the New York Rangers will come out of the eastern conference and head to the final series. As for the west, he said, “I still like Chicago... The biggest question for Chicago, will be goaltending. If they have solid goaltending, between the two goalies that they are using, they will be fine. I think they are better than Anaheim because they’ve got better goaltending, but if (Ryan) Getzlaf plays like he did against the Flames, it is going to be a very, very good series.”  
    Drumheller Dragons assistant coach, Gavin Holcomb, predicts that the New York Rangers will go all the way, and win the cup.
    He said, “they made it to the final last year... they were saying on TV that this was their best regular season record ever. They finished top in the league all year, so I will have to go with them.”
    Holcomb said he thinks it will be an Anaheim Ducks and New York Rangers final.
    Jim Fisher, former Drumheller Miners general manager, predicts the “Stanley Cup champion is coming from the west.”
    “The east has a chance, but I think the west is too rugged...If I had to go right out on a limb,” Fisher said, “I’d have to say Anaheim. Chicago should give them quite a run.”
    Fisher said if the western conference teams beat each other up, the east might have a chance.
    He continued by saying the eastern teams don’t have the tough guys, like Anaheim especially.  
    The first game in the eastern final between the New York Rangers and the Tampa Bay Lightning is Saturday at 11 a.m. MST in  New York. The western final game one will take place on Sunday at 1 p.m. MST between the Anaheim Ducks and the Chicago Blackhawks in Anaheim.
