STARS Sr. Municipal Relations Liaison Glenda Farnden presented council with an overview of STARS. The society is non-profit and 76% of their budget comes from fund raising and the remainder from the Provincial government. With the down turn of the economy and the energy sector not spending as much on charitable donations, this could mean a shortfall for STARS, The Town has contributed to STARS for the past 18 years, totaling over $200,000. STARS is requesting that the Town donates $1 per capita. Currently the Town contributes $5000 per year.

Linda Traquair, Vice President of Big Country Sr. Sports Society presented to council, the possibility of Drumheller hosting an Alberta 55 + Festival in the fall of 2016. This event could attract 400-500 participants over 4-5 days. See separate story on page 1.

Council passed a motion to withdraw its representation from the Drumheller & District Humane Society as the Town no longer has a formal relationship. Councilor Tara McMillan previously served as council representative.

First reading of bylaw 07.16 to amend the Land Use Bylaw 10.08 by re-designating Lots 13 & 14, Block 2, Plan 4317CQ from R1 Residential to R2 Residential.

First, second and third reading were given to bylaw 04.15, Business License Bylaw, by adding the words. “by resolution” to clause 53.

Palliser Regional Municipal Services is submitting an application to Alberta Community Partnership Grant Program to enhance their web-map capabilities for managing infrastructure and assets. In addition, they are looking at enhancing the ability to interact with cemetery data by building better search functions for locating deceased persons as well as providing two summer staff students to aid in cemetery data collection (taking pictures of headstones, data collection/entry) The Town of Trochu has agreed to be the managing partner for this project. The grant of $85,000 will cover all costs and no further funding will be required from the Town.

Council approved funding in the amount of $40,000 for Travel Drumheller's operating budget.

Town Council approved the 2016 Operating Budget, Capital Budget and the Capital Reinvestment Program Budget. Council also approved the allocation of $1,852,569 from unrestricted surplus to restricted surplus and the reallocation of the Ambulance Reserve ($39,288) as presented in the Schedule of Reserves. Budgets will be posted on the Town’s web site.

Drumheller man arrested in meth lab raid near Stettler

A Drumheller man was among four people arrested when police executed a warrant on a property northeast of Stettler.

On Saturday, February 21st, 2016, members from Stettler RCMP, Bashaw RCMP, Killam RCMP, RCMP emergency response team's from Edmonton and Calgary, RCMP CLEAR team, RCMP Air services, RCMP special tactical operations team, Stettler regional fire department and Stettler EMS attended and executed a search warrant on a rural property North and East of Stettler. 

Four male suspects were taken into custody without incident. On the rural property, investigators located, dismantled and seized equipment and other products used in an illegal process to create crystal methamphetamine.

Along with the meth lab, several firearms were located and seized, one of which is an SKS assault riffle which was loaded with a 30 round magazine. All male suspects arrested on scene are facing multiple charges regarding the meth lab and firearms, all suspects are well known to police.

 Arrested were the following:

  • A 30yr old male of Big Valley
  • A 37yr old male of Stettler
  • A 64yr old male of Stettler
  • A 26yr old male of Drumheller

Police seeking suspects in Greentree Mall break-in

Drumheller RCMP are seeking two suspects in a break-in to Greentree Mall early this morning.
On February 22, 2016 at 12:30 AM the Drumheller RCMP were called to a break and enter at the Greentree Mall.  During the investigation it was determined that an ATM machine inside the mall was targeted.
 
Video surveillance shows that a suspect entered the mall through a utility room in the building.  Once the first suspect was inside they turned off some breakers and appeared to be talking on a 2 way radio.  A second suspect entered the mall and the suspects proceeded to cut open the ATM machine using a handheld chop saw.
 
$440.00 was taken from the machine and the suspects fled the scene by breaking the window on one of the mall doors.
 
The first suspect is believed to be male and was wearing dark pants with reinforced knees, a dark heavy coat with a hood, tan coloured boots and a black face covering.  He is also carrying a red handheld gas powered chop saw, a yellow pry bar and wearing a camouflage backpack.
 
The second suspect is also believed to be a male wearing dark pants, a dark jacket with a hood, dark coloured shoes with a white sole and a black face covering.  He is carrying a dark coloured duffle bag.
 
The chop saw was left behind at the scene and has been seized by police.
