Rod Viske, Town Assessor, made a presentation on the role of an assessor to council and the partnership between the Assessor and the Municipality. They act as liaison between the Municipality and Ratepayers and work heavily under legislation.

Chief Administrative Officer (CAO) Darryl Drohomerski made a Request for Decision (RFD) for the approval of the 2018 Capital Budget and the 2018 Operating Budget.
Council passed the motion to adopt the Capital Budget, Tax supported Operating Budget, and Utilities supported Operating Budget for 2018.

CAO Drohomerski made a RFD for the Board Appointments to the Economic Development Advisory Committee.
Council approved the appointment of Mr. Jeff Hall as the Chamber of Commerce representative to the Economic Development Advisory Committee for a three year term expiring at Council’s 2020 Organizational Meeting and approved the appointment of Mrs. Twyla Palmquist as the Community Futures representative to the Economic Development Advisory Committee for a three year term expiring at Council’s 2020 organizational meeting.

Drohomerski made a RFD for the Development Officer Designation change due to vacancy.
Council passed a motion to remove Julie Steeper as the Council appointed Development Officer, effective Friday, March 16 and appointed CAO Darryl Drohomerski as the designated officer until the position is filled.

The Mobile Vending Bylaw passed third reading. This bylaw regulates the way mobile vendors do business within Drumheller on public property.

Director of Community Services Paul Salvatore made an RFD regarding Policy C-02-18 Community Assistance Policy.
This policy is meant to define the process by which the Town of Drumheller provides financial assistance to local organizations and groups to support operating costs associated with the delivery of programs, services, and events that promote active, safe and sustainable communities and improve quality of life in town.
The document has been updated by including “A copy of the organization’s financial information including an accurate annual budget including revenues and expenditures (overall financial position).” As an additional point under the funding criteria section of the application.
Council adopted the policy as amended.

Council opened the floor for a public hearing on Land Use Bylaw 10-08 before second and third reading.
This bylaw pertains to appealing timelines and development permit letters of completeness as required under the Municipal Government Act.
Council amended this bylaw by adding the following in Section 8 regarding Development Permit applications: “The Development Authority shall issue a notice of “Complete” or “Incomplete” application within 20 days of the submission in accordance with the requirements of the Act.”
